This is a custom OOAK Francie I acquired on eBay years ago.  I have been downsizing my collection, listing various duplicate and custom dolls.
This Francie was rerooted with long black doll hair.  I am not sure the type used. She has bright blue eyes and thick lashes.  No green, no neck splits.  The twist n turn body has a good neck knob.  Arms are somewhat yellowed.  Legs no longer bend and hold pose.  Alas, the springs have sprung.  Dark spots at knee region.  This was likely a beginner's starter or practice restoration doll.
Sold for parts or restoration.
